PTA Improves Ranking in OICCI Perception Survey


The multinational companies and foreign investors have improved the ranking of Pakistan Telecommunication Authority (PTA) from nine to six position in the past two years for its cooperation and supportive role for the businesses.
Overseas Chamber of Commerce and Industry (OICCI) recently revealed the results of its perception survey based on its member companies’ feedback saying the telecom authority is supportive to foreign investors in dealing affairs of telephony utility.
The views expressed about PTA are related to multinational companies of different sectors however, foreign companies of IT and Telecom sectors were less interested to participate in the perception survey.
But plans and concerns of IT and Telecom companies’ are almost similar with multinational companies of different sectors, which are positive investment plans in the next two to five years despite issues of security, access to energy and governance.
PTA is one of the most active regulators in the country which has shown tremendous performance in the past one decade keeping the interest of consumers on priority and maximum facilitation to investors.
Despite all of criticism, it has taken some strict actions against telecom companies involved in violation of rules of business and infringement of consumers rights.
In 2011, Pakistan topped in Asia Pacific for having best telecom regulatory environmentby LirneAsia, an ICT policy and regulation think tank.
At present, PTCL, Mobilink and Telenor are the member companies of OICCI in the telecom sector.
In IT sector, Hewlett Packard, Teredata Global Consulting, Teradata Pakistan, TPL Holdings TRG Pakistan and UNISYS Pakistan are members of overseas chamber.

Etisalat to Deduct $73 Million for Properties to Settle $800 Million Dispute with GoP


Etisalat and Government of Pakistan are soon to resolve the long pending payment dispute of $800 million, reported Khaleej Times, citing Dr. Mirza Ikhtiar Baig, advisor to Pakistan’s prime minister on textile and chairman of Pak-UAE Business Council.

Paper said that the resolution involves a mechanism agreed by both the parties, under which Etisalat will deduct the market price of those properties that Pakistan has failed to transfer.

“We proposed an out of the box solution to this longstanding dispute and hopefully the issue will be settled soon,” stated Dr. Mirza in an interview with paper.

Elaborating, Dr. Baig said the government of Pakistan was unable to transfer about 136 properties to PTCL due to encroachments and legal cases. “Now, we have evaluated the market price of the disputed properties and this amount will be deducted from the pending final payment of the $2.6 billion deal signed in 2006,” he said.

“There is still a difference of opinion on evaluated market price of the disputed properties. The UAE side will soon submit its report and the issue will be resolved within weeks,” he added.

This news surfaced only days after State Bank of Pakistan warned of financial instability if Government of Pakistan fails to raise funds. Pakistan is eyeing $800 million from Etisalat and another $ 1 billion from 3G auction to save its credit situation.

It is not the first time that Pakistani officials have hinted a resolution of pending payment dispute. For example, Mr. Waqar Ahmed Khan, Pakistan’s minister of privatization was once quoted as saying that Etisalat will pay the pending payment of $800 by March 2010. Which obviously didn’t happen.

It maybe recalled that PTA is working on a policy under which Etisalat or any of its subsidiary will be held disqualified to bid for 3G auction in case of non-payment.

Firewall Looming in Pakistan: URL Filtering and Blocking


By March of 2012, The Pakistani Telecommunication Authority (PTA), may have succeeded in deployment of an Internet URL Filtering and Blocking system unless we, global citizens, along with the people of Pakistan, help prevent this from occurring.
As people become more aware and active globally, governments have begun to attempt to increase online censorship. Online censorship or filtering can be seen as justifiable when it may involve harmful content to children in educational systems, however, to censor or filter Internet usage in any fashion to adults, is in direct violation of constitutions and amendments that exist, against 14 of 30 Universal Human Rights, and the Constitution of Pakistan, as seen in the preamble alone.
America, with help from worldwide activists, citizens, businesses and Internet networks, fought back against two proposed bills SOPA [Stop Online Piracy Act] and PIPA [Protect IP Act] through petitions, calling state and government legislation, with businesses and online networks blacking out their websites in protest.
Internet censorship is the control or suppression of the publishing of, or access to information on the Internet.
The PTA is asking institutions [business, organizations, education, communication, media, etc] to submit a proposal allowing the PTA to block URL’s [universal resource locaters] aligned with The National RCT & RD Fund.
THE RCT states the URL blocking will “Transform Pakistan’s economy into a knowledge based economy by promoting efficient, sustainable and effective ICT initiatives through synergic development of industrial and academic resources.”
This is not the first time Pakistan has experienced online censorship in the current Federal Parliamentary System [Executive branch with support of legislation] however, with help, it can very well be the last.
On 24/7, Faisal Kapadia, broadcast journalist, speaks with Sana Saleem, activist/journalist and Yusra Askari, corespondent with NDTV in Part One of “Out of Bounds” on the Firewall Looming in Pakistan. All three explain and address how the government has invited proposals to private and semi-private companies to block 5 to 10 million URLS.
Why is the government doing this?

In Part Two of “Out of Bounds“, Faisal addresses the online community for reaction inside and out of Pakistan as to how this issue is viewed using varied comments from activists, journalists and citizens.
In May of 2011, The Office of the High Commissioner for Human Rights General Assembly in Article A/HRC/17/27 focused on freedom to access online content, access to the physical and technical infrastructure online, the increase in censoring information online, namely through arbitrary blocking or filtering of content, and criminalization of legitimate expression as human rights abuses under the right to freedom of expression and opinion.
Universal access to the Internet is not only freedom of expression and opinion as a human right, it is part of the Constitution of Pakistan. Blocking of URLS will hamper international business inside and out of Pakistan, as well as further damaging the cross border communications already in dire need of repair between people.
Business owners may not be able to promote their services, as well as global access to each business. Media will be hampered immensely due to not being able to access the global online network in order to tell the world what is occurring in Pakistan. Global aid for disaster relief, disease, hunger and medical care will not be able to reach those in need. The world will continue to operate as usual, however, to assume according to the RCT statement aligned with the Government of Pakistan that this filtering is solely to enhance the economy and education of Pakistan is preposterous at most.
On the US State Website after a 2010 visit to China, where the government controls the Internet, President Obama held a meeting with an online component to highlight the importance of the Internet. He defended the right of people to freely access information, and said that the more freely information flows, the stronger societies become. Obama spoke about how access to information helps citizens hold their own governments accountable, generates new ideas, encourages creativity and entrepreneurship.
In 2011, SOPA and PIPA were introduced to the American public.

Modern dating in Karachi


Karachi city, the country’s financial hub, is going to be considered as the modern dating city of Pakistan in near future.
Recently two different incidents took place in the city that were not only amazing but also amusing and could be danger for couples’ lives as well as for public.
A relative of mine told me that while he was on way home on his motorbike he saw a strange incident that he could not believe on his eyes for a moment. A car was slowly running along the road in front of his motorbike that he unintentionally looked at. He saw a couple inside busy in smooching unaware of the surroundings. Even they felt no danger of a possible road accident.
He found the same incident other day but the scene was totally different as a young couple was doing objectionable activities in a rickshaw as many of the three-wheelers have doors these days in Karachi. It can be said that more opportunities were being provided to young couples for dating in the form transport. Even the couple was not hesitating in front of the driver who could have easily observed them in the back mirror.
Since the media is free, it has started spreading immoral activities that have dominated youngsters’ minds and they are trying to adopt the same activities. Perhaps, the modern dating can be the reaction of various programs that are aired these days on various TV channels in which famous anchors or hosts are raiding dating places in Karachi so that their deeds can be exposed and stemmed.
In this regard, not only parents need to keep eyes on their children what they are watching on television or internet but also the government should filter adult content available on the internet and ban all immoral, porn sites as the youngsters are adopting sexuality and immoral activities.

There is a lack of tolerance for each other due to which there is no respect. Now-a-days the content of certain programs in Pakistani media propagate the hatred amongst the people. There is no productive element and the participants talk immorally or pass derogatory remarks which originate the negativity within oneself.
The only way to curb this hatred is education and discussion. The vital role can be played by media, public figures and the schools to open the bigoted minds and promote empathy and solidarity amongst people. As the saying goes–Prevention is better than cure.

Yahoo Blindsides Facebook With Patent Allegations


Yahoo surprised Facebook with a host of patent-infringement allegations Monday, covering areas including advertising, website personalization, social network, and messaging, and apparently stating its case to The New York Times at the same time, giving the social network little time to respond.
The Times’ DealBook blog reported that Yahoo claimed that Facebook is infringing on 10 to 20 patents, and may file a lawsuit if licensing fees aren’t paid.

Yahoo had emailed the following statement to DealBook:
Yahoo has a responsibility to its shareholders, employees, and other stakeholders to protect its intellectual property. We must insist that Facebook either enter into a licensing agreement or we will be compelled to move forward unilaterally to protect our rights.
Facebook spokesman Barry Schnitt replied to DealBook:
Yahoo contacted us the same time they called The New York Times, and so we haven’t had the opportunity to fully evaluate their claims.
Relations between the two companies had not been contentious, with Facebook highlighting Yahoo News last week as one of the stronger-performing early adopters of the updated open graph technology.
The timing is poor for Facebook, as well, as it can’t really get into a hissing match while it’s in a quiet period prior to its initial public offering.
The move by Yahoo was not looked upon favorably by the media. Like Kara Swisher of AllThingsD wrote:
Apparently, Yahoo’s new motto: If you can’t beat ‘em — and it can’t — sue ‘em.
That would be Yahoo — the perpetual 98-pound weakling of the Internet these days — threatening powerful Facebook, which had cleanly bested the Silicon Valley Internet icon by attracting hordes of users with a plethora of popular products and services.
Yahoo has already lost its audience to Facebook, which was most recently followed by its frittering away a commanding lead in display advertising, too.
That would also be the Yahoo whose most recent success in improving its increasingly tenuous connections with customers was, in fact, by deeply integrating Facebook’s social hooks into its web properties.
That would be the Yahoo which has failed time and again to innovate its own offerings so drastically over the years that it has now apparently decided that its first and best strategic move under new Chief Executive Officer  Scott Thompson is a shakedown.
Such a cynical move is a play for the cheap seats of Wall Street, given that Yahoo needs to look like it is doing everything it can to turn things around as it faces a proxy challenge.
In other words, in poking Facebook, Yahoo might now learn what it is really like to be defriended.

The native page analytics tool Facebook insights has been in the news for all the wrong reasons recently, with users reporting delays of up to four days, but the issues may have been for a good cause: the introduction of real-time or near-real-time reporting.
TechCrunch reports that the four-day delays were the result of changes to the system in anticipation of the upgrade, which has not been scheduled yet. When it is working properly, Facebook Insights data are usually 48 hours old.
The only near-real-time analytics come from third-party applications that only analyze likes, comments, and shares. But the reported upgrade of insights would bring to the native Facebook tool real-time data on  impressions, reach, negative feedback, people talking about this, and user demographics.

When developers incorporate Facebook’s pay dialog into their apps, this functionality will automatically be enabled where carriers support it.
Facebook joined the W3C Mobile Web Platform Core Community Group, in which more than 30 hardware manufacturers, carriers, and developers aim to improve and standardize mobile browsers.
The social network also said it would make its mobile browser test suite, Ringmark, available to the group to help it with testing which mobile browsers support the functionality in their applications.
And furthering last week’s app discovery announcement, the social network said it will soon extend its functionality to native Android apps.
Facebook added in a post on the developer blog about the social network’s presence at Mobile World Congress in Barcelona:
To help developers reach more people, we’re committed to providing distribution across all platforms. The open graph, combined with news feed and timeline, helps people discover new apps through friends, regardless of the technology stack used.
We see more people accessing Facebook on the mobile Web than from our top native apps combined, so we know the mobile Web is important for reach. So why aren’t more people building apps for the mobile web? We hear from developers that there are three challenge areas that make it hard to build on the mobile Web: app discovery, mobile browser fragmentation, and payments.
When you build for the mobile web today, it’s hard to know which browsers and devices will support your app, which is why we’re proud to be joining over 30 device manufacturers, carriers, and developers in an industrywide effort to help accelerate the improvement and standardization of mobile browsers: the W3C Mobile Web Platform Core Community Group. For developers, this makes it easier to understand your app’s potential reach and to help prioritize which browser capabilities are important to you.

How To Run A Promotion On A Facebook Timeline Page

A promotion building company called Antavo has shown us how to create a promotion on a Facebook timeline page, shown below.



Rumor has it Facebook will announce a small beta test of timeline for pages at next Wednesday’s first-ever marketing conference in New York, and it’s also possible that day may also witness the first rollout of the feature to all profiles on the site, or at least within a single country.
Meanwhile, Antavo’s Co-Founder Zsuzsa Szabo has three ideas about how to maximize the timeline layout on a page to do promotions.
  • Small pictures could be uploaded to the tabs, which are widgets now. The best way to show the active tab is to show it coloured.
  • Promotions would have a wide canvas, and they might have small reminders on the main page.
  • The cover photo will give a very instant tool for marketers — they will not need to use applications, because it will be a simple photo-upload. Marketers can change it as often as they want, because it’s very easy. They can put seasonal info there with currently running promotions.

Facebook Says It’s Not Reading Users’ Text Messages


Facebook disputed a report by London’s Sunday Times that the social network was reading users’ text messages to assist it with testing to eventually launch its own messaging service.
The social network said it was running a limited test, text messages were not read, and not necessarily working on a messaging service.
The Sunday Times report was behind a paywall, but Fox News ran a post about the newspaper’s story, saying Facebook had admitted reading text messages from smartphone users who downloaded the social network’s mobile application.
Facebook was quick to deny the report, telling CNET:
Facebook is currently running a limited test of mobile features that integrate with SMS functionality. SMS read/write is not currently implemented for most users of the mobile app. As part of this test, we declared the presence of that functionality within our app store permissions starting with the 1.7 version of our application.
If Facebook ultimately launches any feature that makes use of these permissions, we will ensure that this is accompanied by appropriate guidance/educational materials.
The social network also told Silicon Alley Insider:
There is no reading of user text messages. On the Android App store, the Facebook app permissions include SMS read/write. The reason it is on there is because we have done some testing (not with the general public) of products that require the SMS part of the phone to talk to the Facebook app. That’s what the read&write refers to — the line of communication needed to integrate the two things.
Lots of communications apps use these permissions. Think of all those apps that act as replacements to the build-in SMS software.
That’s not necessarily what we’re working on. SMS can be used for carrier billing (where users opt to pay for things like apps through their phone bill). Again, that’s not to say we’re launching this. It’s just an example of why an app might use these permissions. The Sunday Times leapt to the conclusion that it was a messaging feature.
Anyway, we have yet to make any such features available to the public, so the Sunday Times is completely wrong when it says Facebook is reading people’s SMS — wrong on the terminology, and wrong on the suggestion that it has been implemented.
